When it comes to Care Quality Commission (CQC) inspections, leadership plays a critical role in how services are assessed. Strong leadership doesn’t just sit at management level, it shapes culture, drives improvement, and ensures high-quality care is consistently delivered.

But what does “good leadership” actually look like to inspectors?

 

What Inspectors Are Assessing

CQC inspectors are not just looking at titles or organisational charts, they want to understand how leadership functions in practice.

A key focus is whether there is clear, visible leadership driving continuous improvement. This means leaders who are proactive, engaged, and actively working to develop and strengthen the service over time.

Inspectors will also look at whether roles and responsibilities are clearly defined and understood across the organisation.

Equally important is the culture set by the management team. Inspectors want to see environments that are open, supportive, and focused on learning, where staff feel confident to raise concerns, share ideas, and contribute to improvements.

Strong leadership is often reflected in how visible and approachable managers are on a day-to-day basis. A positive culture doesn’t happen by accident, it is led from the top.

 

How to Evidence Strong Leadership

Strong governance and accountability

This includes clear structures, regular oversight, and systems that ensure quality and safety are consistently monitored.

Accurate records of meetings, actions, and outcomes

Inspectors will often look for evidence that discussions lead to meaningful change, rather than being recorded and forgotten.

Open communication across teams

This can be demonstrated through team meetings, staff feedback, and examples of how input from staff has influenced decisions.

Involving staff in decision-making and service improvements

Show that leadership is inclusive and values the insights of those delivering care every day.

Evidence of learning and continuous improvement over time

This might include changes being made after incidents, feedback, or internal reviews, as well as how those changes have positively impacted the service.

 

Strong leadership is about structure as well as impact.

The most successful services are those where leadership is visible, accountable, and committed to continuous improvement. When this is backed up with clear, consistent evidence, it tells a powerful story to inspectors.
